      # pkg_delete apache-1.3.26_3
pkg_delete: unable to completely remove directory
'/usr/local/etc/apache'
pkg_delete: unable to completely remove directory
'/usr/local/share/doc/apache'
pkg_delete: unable to completely remove directory
'/usr/local/www/data-dist'
pkg_delete: unable to completely remove directory '/usr/local/www'
pkg_delete: couldn't entirely delete package (perhaps the packing list
is
incorrectly specified?)
To delete Apache user permanently, use 'pw userdel www'

Fix: 

apache-1.3.26_3 Port maintainer needs to fix port.
How-To-Repeat: Try to pkg_delete apache-1.3.26_3  your self

do you have some stale/unregistered files in these directories (own
configuration files, html documents)?

this would prevent pkg_delete from removing these directories.
