Some FreeBSD mirror site allow access to directory tree with HTTP.
In many case, a link would be made from somewhere to /pub/FreeBSD.
When browsing the top directory, index.html would be displayed.
But index.html have no link to directory/file on the mirror site.

Please use another name for html file.
FreeBSD ftp directory should not contain freebsd.org's
access control policy.  It should be done by other method.

Please be more specific: give an example of a mirror where this is 
the case. Specify the link, what you do exactly, and what the error 
is. Without detailed information on how to reproduce this your PR 
can not be dealt with.

Hmm. I'd rather say the bug is that http://core.ring.gr.jp/ring/ftplinks.html.en
uses http instead of ftp. The directory listing appears fine when the link 
associated with "FreeBSD" is ftp://core.ring.gr.jp/archives/FreeBSD/

Well, it's a valid file name and legitimate to have it there in case
someone accesses the site using the http protocol. Would you mind asking

 It is not a bug of ring.gr.jp.
 The sites related "ring server project" are accessible in both of HTTP and FTP.

 Leading "someone access the site using http protocol" is one of the access
control policy of ftp.freebsd.org.   Why other sites should use such access
control ?

 FreeBSD's directories should be made so that they are accessible in http.
 I think that the effort to avoid using "index.html" is the same effort
to avoid using chinese character for filename.

This does not seem accurate (anymore?).  Upon Feedback request 
I noticed that the submitter's email is no longer current. 
Close the PR as it seems fixed (if it were ever broken) to me.
