attempting install from /usr/ports/apache13 failed due to "no access" failures from all download locations.  I downloaded Apache 1.3.22 for FBSD 4.4 ( closest to 4.5 available ) and attempted install.  after gzip -d , and untaring the file, attempted to run ./configure --prefix=/usr/local/apache ... error given is:

Configuration.tmpl is newer than Configuration.apaci, make sure that Configuration.apaci is valid, and if so simply 'touch Configuration.apaci'

which i did attempt, with success, but still recieve same error.  ls -l | more shows that Configuration.apaci is newer than Configuration.tmpl.

I've asked every unix guru i know to help me, and we're all stumed.

This just built and installed fine for me, please try updating your ports, 
make sure that you are connected to the internet.  If you still have 
difficulties please try emailing the port maintainer.
