	There is one incomplete 'local file' URL in Appendix B.8 Unix
	History of the Handbook.  It confuses at least Opera which
	looks for a null host.

Fix: Please apply this patch:
How-To-Repeat: 	Browse bibliography-history.html with an extremely RFC 1738
	compliant browser :-)
