This patch updates the automake port from 1.5 to 1.7.

NOTE: This fix depends on PR #43775 to be committed as well, because
automake 1.7 requires autoconf 2.54.

This port, especialy, when going in as automake-devel, will have to
coexist with automakes 1.4 and 1.5, and so the same sort of hacks that
were done for 1.4 regarding info pages, man pages, locations of links to
ninaries being placed in libexec/automake-devel/, and so on, will have
to be done, makeing it a just a bit more work to get right.

Please be patient, It will get done, however since each part requies
extensive testing (=>bento test builds), it'll be spread over a couple
moths, I haven't looked at the schedule for 4.8, but that's really the
only deadline WRT this that matters to  me. I want a good long shakeout
period first.

Also note that I have responsiblity to get the 3.0 4 kde releases out
the door, and if everything works close to right, have I got a niice
surprise there for it.

Amd LDE 3.1 is coming up, I'm still looking for work, and and I got
called for $()@**()$ jury duty, which I'm hoping to get out of with a 
little help from one of my MDs.

So just hang in thre. There's a goal in sight, it justis a ways off.

If OTOH there is no 4.8, but we put out 5.0, then that will open up
a hole slew of mew issues due to cimpoer version

This has to be a new port due to compatibility issues. It's in the works. 
Awaiting repocopy to automake17. This will be dependent on autoconf254 as 
well.
