This is a maintainer update of the net/py-spreadmodule port.

* Upstream update to v1.3 (bugfixes)
* Use shared library from net/spread v3.17.0

The shlib usage requires that the Spread libraries be updated to v3.17.0
- see PR ports/45178

Committing this also closes PR ports/44003.
