	The link to http://www.FreeBSD.org/send-pr.html just gived error You don't have permission to access /send-pr.html on this server.

Fix: 

Change the link to a working send-pr form.
How-To-Repeat: 	Goto http://www.freebsd.org/doc/en_US.ISO8859-1/articles/pr-guidelines/x19.html
	and push the http://www.FreeBSD.org/send-pr.html link
