Leafnode 1.9.31 contains some critical bugfixes over leafnode 1.9.29, among
them two fixes for an infinite loop or hang.  Please obtain approval for
updating this package in spite of the ports freeze.

Supersedes PR #ports/46023 and PR #ports/46612.

(This PR has this change over PR #46612: it fixes a Makefile error; the
leafnode-version.1 man page wasn't listed.)

Committed, thanks.  Please note that GNU_CONFIGURE=yes already adds 
--prefix=${PREFIX}, which is the correct value - not ${LOCALBASE}.
