Update to 1.37

This one adds a WITHOUT_PROXY which does not installs devel/p5-PlRPC.
It was asked by Pascal HOARAU <pascal@hh.nl>, because if one does not need
DBI::Proxy, you don't need RPC::PlServer.

After that, it's the maintainer's choice :)
