bsd.php.mk should be placed into lang/php4
Every port depending on PHP should include this file and set the right knobs,
like the bsd.openssl.mk.

Assigning back to freebsd-ports-bugs since this doesn't require  
portmgr interaction.  According to the description, this file will 
live in lang/php4, and does not require any other Mk files to be 
touched.  It will work just like bsd.openssl.mk in security/openssl, and 
only affects ports that depend on php4.
