	At system boot of 5.1-BETA2, syslogd and named startup fail and if_sis
	appears to not be properly initialized even though boot messages show
	proper ifconfig values.

	After the boot has completed, syslogd and named are not running and
	attempts to ping anything other than loopback fails and sometimes
	returns a "buffer" error message.

	This did NOT happen under 5.1-BETA1.

Fix: 

Manually "recycle" if_sis (sis0) plus start named and syslogd.
How-To-Repeat: 	Reboot 5.1-BETA2

This problem with named, syslogd, if_sis, still occurs after system and
kernel rebuild from CVSup of 06/02/2003 19:36 CDT.

Scheduler selected: SCHED_ULE

I will retry again with the default scheduler.

Changing the kernel scheduler to "SCHED_4BSD" does not make any
difference. Named still is unable to open its port at system boot time.

Updates to 5.1-RC1 have corrected the reported problems. This PR may be
closed.
