Bug 54691

Here's an additional last minute diff to clarify exactly
which APIs the MD pmap subsystems are expected to implement.

juli mallett also suggested implementing a 'C' arch framework
containing stubs and basic state to illustrate how a new arch might
be ported, but this is a bit far off right now.

I haven't heard anything from Hiten for a while.  
I have privs now and am specifically being mentored by jake 
for VM work, so I'll take responsibility.

	Um, Bruce, I do not mind you taking it off me, but you must note
	that it is written in the PR Handling Guidelines (which I and
	des wrote), that the owner of the PR should be asked before
	assuming responsibility fo it.

	I had stuff done for these manual pages, but anyway, it doesn't
	matter no more.  Btw, welcome to the team!
