Update devel/p5-DateTime-Format-DBI to 0.03

- documentation now clearly states that this is only a factory and describes
  the basic interface of the returned objects.
- requires DBI 1.21 (or higher) and uses it to determine the database type
  through proxy/ODBC connections.
