	Update to cvsup mirror site list

Fix: Patch for handbook/mirrors/chapter.sgml provided below.  Sorry
	about doing this file again so soon.  I had forgotten about
	updating the us.freebsd.org cvsup sites when I did the ftp
	sites.  :-(  We also added in the Philippines just last night.
