 IPFILTER is built into the base release. I can do man ipf on an fresh install and get the manual info. But when I go to www.freebsd.org/cgi/man.cgi to look up the manuals on IPFILTER it's not there. ipftest(1), ipl(4) ipf(5&8), ipfstat(8),ipmon(8), ipnat(5&8), mkfilters(1) need to be addewd to www.

Fix: 

populate www man DB with IPFILTER man info
How-To-Repeat:   go to FBSD www man and lookup ipf

This works fine fine for me.  I can find the ipf(8) manual pages for
4.9-RELEASE, 4.9-STABLE, 5.1-RELEASE, 5.1-CURRENT.

E.g. :

Which exact page / section / FreeBSD version (even better: URL) fail?

I can't reproduce this problem, but set status to feedback to allow 
the submitter to supply additional information.

With in 5 hours of submitting this PR, I went and tried it again and
the problem was fixed. I have no answer about how this happened. All
I know is the man info for IPFILTER is now available from the www
man page. You can close this problem.

Close the PR as the submitter as confirmed that the problem does not 
occur now. 

I don't know why it failed before, but if it happens again at some 
point, please let us know about it and we will look into it.
