	http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/porting-submitting.html says read access has been turned off for incoming/ - this should probably be write access (does incoming/ exist any more?).

Fix: 

change 'read' to 'write' in http://www.freebsd.org/doc/en_US.ISO8859-1/books/porters-handbook/porting-submitting.html

"read" is correct, but you're right, there's no /incoming anymore at all

This is a doc issue; we could do with having someone with knowledge of 
the FTP setup casting their eye over this (kuriyama/kensmith, this 
probably means you!).

Actually, ththe paragraph in question is only describing a procedure 
that is deprecated, and has been so since before I came on the project. 
My suggestion is that that paragraph just be removed.  Any objections?

If that really isn't available anymore, no.  I didn't know if it was
just broken or not.

As the submitter suspected, the whole paragraph about the "old way" 
to submit ports was just archaic, so delete it.
