There's apparently a new gettext in town. I've tried postgresql
together with it, and there's no reason to limit usage to the
gettext-old port.

Also, as requested by Phil Pennock <pdp@nl.demon.net>, most other
ports use WITHOUT_NLS instead of WITHOUT_GETTEXT, so use it here as
well (allow both for a while).

Please note that this patch is for databases/postgresql73, i.e. version 
7.3.5. The synopsis is bad, might lead one to believe it is a duplicate, 
which is not the case.
