After submitting PR 62557 I noticed that some ports use WITH_PGSQL. This
patch will change them to WITH_POSTGRESQL, so we have only one true knob
for PostgreSQL support.

I also included an update for CHANGES.

Note: Maintainers have been CC'ed.

I haven't seen feedback from any other maintainers, but I'm fine with
the patch.
