- portmgr@ commits INDEX almost every month according to cvs logs,
  and not "every few days", like committers-guide states.

Didn't kris actually suggest only updating INDEX for releases now that
we have an updated version on the web site ?

I've heard about it, we could propose it as additional service
IMHO, committing it almost every month into CVS isn't a bad
idea also, portmgr@ could even define timetable for that.

Committing to CVS every so often is what has been done until now.  I'm
planning to stop that now, for reasons already described.

I think it should still be changed (since the current wording then is
even less true now), but it should be changes to say that INDEX will
only be updates in CVS for releases.

I will have a look at it later this week when I'm done with the
university paper I'm currently working on, unless somebody else beats me
to it.

I committed a version stating that INDEX is updated per release, as 
discussed with krion and kris.
