	BitchX includes hebrew support - displaying and editing
	but it isn't enabled by default.

	This patch enable the toggle of hebrew in BitchX to work.

	the toggle HEBREW_TOGGLE is disabled by default
        in BitchX, so this patch wont effect other users.

Fix: Apply this patch:
	
How-To-Repeat: 	/set HEBREW_TOGGLE on
	and hebrew still doesn't work.
