please update the ircI port, because the old distfiles are no longer available on the ftp servers in Makefile and because the new version should be as stable as the old one, at least i compiled it and tested it once

i already mailed the maintainer without getting feedback and another developer told me to use send-pr, so i just did now :-)

Fix: 

just update Makefile and distfiles

Instead of updating, I make the port able to fetch files 
for existing version. If you want to do the update, feel free 
to submit patches :)
