This PR adds http://www.hardened-php.org/ patch to current PHP.
This should fix some security issues and give a safer environment for
PHP hosting. 

Port maintainer (ale@FreeBSD.org) is cc'd.

This patch breaks lang/php4-extensions - it tries to repatch the source 
for every extension installed.
