Based on report of Mathieu Arnold <mat at FreeBSD dot org> to portmgr.

Fix PATH problems during README.html generation if "make -DPORTSTOP readmes" 
is defined.

How-To-Repeat: 
cd ${PORTSDIR}/${CATEGORY} && make -DPORTSTOP readmes
