distfile disappeared from MASTER_SITE_LOCAL

Fix: Rather than mirror the distfile on MASTER_SITE_LOCAL (where it has
disappeared from occasionally), set FETCH_CMD minus the -A flag
allowing fetch to follow the redirects and get the file.
