	ports/mail/biffer refers to /usr/local - needs a minor
	adjustment to a patch file to set PREFIX

Fix: patch follows - ups PORTREVISION and fixes the patch
	to biffer_comsat/Makefile from the distribution

	I'm the port's maintainer, but have no commit access.

How-To-Repeat: 	Try installing it to other than /usr/local

Note that it is not necessary to bump ${PORTREVISION}, as it reflects the 
contents of the package (which is built with PREFIX=/usr/local).
