             when we install wu-ftpd from ports
anonymous user can't see any files when type command dir
but can make cd command and get

I can't reproduce that. Probably you not install bin/ls inplace. 
More research from your side needed.

Yes, you need /bin/ls in there :) I use wu-ftpd myself...
