new port for RT3 to provide statistics.

I'm not 100% certain that it should be in www, but that's where RT 3.4 is, so
I figured this could go there too.  It is a statistics add-on for RT.

New port added with minor changes, thanks! 
- The FreeBSD ID tag must be completely clear (ie. $FreeBSD$) 
- Changed an instance of %{SITE_PERL} to ${SITE_PERL} 
- Changed RT_DIR from ${PREFIX} to ${LOCALBASE} 
- Set IGNORE for Perl versions less than 5.8.3 as RT requires
