The attached patch will update Net_Sieve to support STARTTLS.  I've already tried to contact the upstream authors and the port maintainer with no response.  Hopefully Martin will weigh in on this PR.

Don't commit this after a timeout.  I've finally received a PEAR 
account and will be the upstream maintainer on pear.php.net.  I'll be 
rolling this patch into an official update within the next week or 
two.  :)  If the maintainer still seems missing at that time I'll 
send a PR with a port update and I'd like to grab the maintainer hat 
on this port.
