	The FreeBSD torrent tracker is not responding.  I've been unable to
	download torrents for the last few hours.  This was verified by other
	users today on different networks.

How-To-Repeat: 	Attempt to download a FreeBSD torrent linked from the web site.

Hello,

The tracker was being abused to distribute copyrighted software, so it
has been shut down until it can be fixed.  Please use one of the FTP
mirrors for the time being.

As stated by Simon, this is shutdown for the time being since it 
was being abused.  When that issue is fixed we will ofcourse 
offer torrent services again. For now close the PR since this 
is not really a bug but some larger known problem which cannot 
be solved by the www team at the moment.
