The manpage ipnat(8) says:
| FILES
|       /dev/ipnat
|       /usr/share/examples/ipf  Directory with examples.

The directory with ipfilter examples is called:
/usr/share/examples/ipfilter

I am sorry, ipnat is contributed code and we cannot modify that. 
However, I will send your contents to Darren Reed, the IPF author. 
Perhaps he can change it in his code, perhaps not.  Close the 
PR since FreeBSD cannot do anything about this currently.
