- update to 1.61
- add options for v6 (enable/disable)
- take maintainership

Version 1.61: The â--payload-lenâ option will correctly report a 0 payload length when the TCP header is broken. Reported by Vern Paxson. Include initial, undocumented version of ipaggmanip.
