The NanoBSD Handbook Chapter has been commited, so reflect this on
documentation todo list, so no new volunteer will start work on this
again.  Also, I have updated the responsible column to keramida's
contact as he was the one who commited it (not sure thought if he should
be listed there).

I've updated the todo entry for NanoBSD to note that we 
have an article now, but we still lack a manpage.  We 
should probably open a new PR about the nanobsd manpage, 
to track its progress.
