The FreeBSD websites are available for what I can see. Please provide more information on what goes wrong so that we can properly investigate this. If the problem is (a), check with your ISP about reachability. If the FreeBSD site is reachable, but not useable with your browser, you'll need to tell us what browser you are using and perhaps put up a screen shot or two of the misbehaving web pages.
