	finance/pfpro and finance/p5-PFProAPI do not obey hier(7). Fix this and
	take maintainership of finance/pfpro.

This is fine, but Alexandr should also take maintainership of
finance/php4-pfpro too - to keep a common oversight on the PayFlow
Pro ports.

Also, as a favor, in exchange for maintainership of pfpro, can
someone commit usb/82839?  It is unrelated to PayFlow Pro, but
it's been open for a year now and I haven't gotten any traction
getting the patch submitted via the USB list.
