- I found serveral posts (in Taiwan) keep asking what's wrong with some ports
  (especially php* changes these months).
- /usr/ports/UPDATING is only addressed in Note of 4.5.4 "Upgrading Ports"
- IMHO, upgrade it to subsection is better.

Actually, there was some text already there, but it was not prominent 
enough.  I merged your text in with what was there, and made it more 
prominent as you had, then added a little text of my own.  I think it 
reads better now.
