if argus3 is build with SASL2 support, argus doesn't work:

    argus[37157]: looking for plugins in '/usr/lib/sasl2', failed to open
    directory, error: No such file or directory

also, remove a space and use LOCALBASE in CONFIGURE_ARGS.

How-To-Repeat: 	build argus3 with SASL, run argus
