Upgrade skytools to version 2.1.7.
Tested on FreeBSD 7.0-RELEASE @amd64 with two PostgreSQL 8.3.1 (one on
the FreeBSD and the other on an OpenBSD -current).

Fix: diff included or available here: http://openbsd.raveland.org/pub/FreeBSD/diff_skytools-2.1.7

Committed, but: 

- patch is not correct 
- maybe because it is create via "port submit" tool 
- but Makefile contains call of "pg_config --pgxs" which outputs 
pgxs.mk with direct location for /usr/local/share/postgresql/contrib 
(i.e. does not respect temporary PREFIX set by "port" tool) 

Please, use Tinderbox to test such ports. 

Anyway, thank you for contribution!
