- pkg-message incorrectly refers to ${PREFIX} instead of %%PREFIX%%

Fix: Patch attached with submission follows:
How-To-Repeat: - Install and note the literal output of "${PREFIX}" when pkg-message is listed instead of the desired expansion of the variable.
