Backport rewrite log locking fix, requested on apache@

* Remove locking for writing to the rewritelog. There seems to be no reason
  why locking is required here.

this will not be back ported to branches/2.0.x and thus not in 
www/apache20.  It is included in www/apache22 since 2.2.12
