After r196767 /usr/local is governed by ports tree, i.e. Templates/BSD.local.dist, BSD.gnome.dist, etc. So, don't try to alter permissions on the directory or issue a warning, e.g. if it is symlink and points to /dev/null.
It's mostly useful for people using LOCALBASE != /usr/local and similar to r36671 reasoning can be applied to it.
