The installation media allow to select a ftp mirror for installation.

However this list is not current. ftp1.freebsd.org is included in the
freebsd handbook, but not in the list of mirrors of installation medium.

How-To-Repeat: Download ftp://ftp1.freebsd.org/pub/FreeBSD/ISO-IMAGES-amd64/8.2/FreeBSD-8.2-RELEASE-amd64-disc1.iso

Install from it

Try to select a ftp mirror from the Germany List
