This may be of interest for you to improve some ZFS code:

Actually the file system which is full (/usr) is not the ZFS file system (/backups). However the ZFS pool file store is located on at /usr/local/zfs/store:

su
mkdir /usr/local/zfs
dd bs=1k count=20000000 if=/dev/zero of=/usr/local/zfs/store
mdconfig -f /usr/local/zfs/store -u 0
zpool create backups /dev/md0
