	does not bring up system
	without "safe" or "no ACPI" it hangs aufter
		pci0: <ACPI PCI bus> on pcib0

	with safe boot, I get messages
		couldn't allocate IRQ resources
		from ath0, mskc0 and more
	after that, the kernel panics

Can you do a verbose boot and see what the last message line it reports is?  
Would you also be able to capture a verbose boot log from 8.2?

I'm having the same problem on my VIA Nano X2 L4350. 

Here is a verbose boot log from 8.3-RC1

when booted the last lines are:
