When running make config in net/mtr-nox11

    │ Options for mtr-nox11 0.81                                         │
    │ ┌────────────────────────────────────────────────────────────────┐ │
    │ │                [*] IPV6  Build IPv6 support                    │ │
    │ │                [*] X11   Build X11-enabled mtr                 │ │


Fix:

In net/mtr, check for WITHOUT_X11 before creating the OPTIONS variable:

OPTIONS_X11= X11 "Build X11-enabled mtr"
.if defined(WITHOUT_X11)
OPTIONS_X11+= off
.else
OPTIONS_X11+= on
.endif
OPTIONS=    IPV6    "Build IPv6 support" on \
            ${OPTIONS_X11}
