Why is portupgrade retrieving firefox-9.0.1,1.tbz only to next confirm that
it is already installed and ignore it ?
Should the steps be performed in reverse ?

# portupgrade -PP firefox

This has been fixed in the upstream. It is now available in the latest
portupgrade-devel port and will be included in the next release.
