- Update security/gpa to 0.9.3 bugfix release
- Clean up COMMENT
- Drop ABI numbers from LIB_DEPENDS
- pkg-config is needed for build
- Make sure we are picking up version 2.x of gpg during configure
- Convert to OPTIONSng
