GPT labels created by gpart are not updated when modified.

How-To-Repeat: 
# select empty disk
MD=da15
gpart create -s gpt $MD
gpart add -l oldlabel -t freebsd-zfs $MD
ls /dev/gpt
gpart modify -l newlabel -i 1 $MD
ls /dev/gpt
