	Add support for StarTech 2 port, 16550 controlled RS232 PCIe card

Fix: Apply the following patch to src tree and recompile kernel with uart enabled

How-To-Repeat: 	Install StarTech 2 port PCIe card into a machine. Boot up, discovering 
  PCI device is discovered, but not idenified by the uart driver
