Cannot define console function keys F1-F12 with new values.
can still define function keys SHIFT F1-F12 and CTRL F1-F12 and SHIFT CTRL F1-F12

Just not basic F1-F12

Worked ok in i386 versions 7.4 and older

How-To-Repeat: $ kbdcontrol -f 1 hello

should redefine F1 function key on console with hello

Hit F1 key should display hello
