Have rc.conf options
nfs_server_enable="YES"
nfs_server_flags="-u -t -n 6"

Based on man Should start 6 server daemons

Only starts 1 master & 1 server
1074  -  Is     0:00.01 nfsd: master (nfsd)
1075  -  S      0:00.01 nfsd: server (nfsd)

Worked ok in i386 7.4 version and older

Why'd you think that only one server was started? How'd you check for
number of processes? Did you tried -H flag to ps?

For FreeBSD9 and later, the nfsd threads are kernel threads 
and can be seen if the "H" option is used on the "ps" command. 
In other words, there are there, but not visible unless "H" 
is specified for "ps".
